In the few days prior to the German invasion of the Soviet Union this order from Hitler was passed to all senior commanders.

“The troops are therefore authorized to take any measures without restriction even against women and children.

This slightly contravenes one of the rules of soldierly conduct printed on the inside front cover of every German serviceman’s pay book, a document which every member of the Wehrmacht was required to have on their person whenever in uniform.

“No enemy can be killed who gives up, not even a partisan or spy.
