U-Boat Bases and Bunkers: U-Boat Bunker construction required enough cement that the Germans stopped packing it in paper sacks and instead transported it in bulk in railway trucks. The top of the cement would be sprayed with water to form a protective crust that prevented the cement from blowing away.
