In centuries past, sailors were flogged for disobedience with a cat-of-nine-tails; that is, a whip with nine separate strands. The “cat” was kept in a bag and once it came out of the bag, the flogging would begin. When something has happened and there is nothing we can do about it then: “the cat is out of the bag.”
